Loh Oun Hean

Oun Hean spent 30 years in Ministry of Manpower, Maybank, Singapore Airlines and Deloitte Southeast Asia holding senior positions in human resource, industrial relations, consumer and commercial banking, corporate planning and general management.

He was deeply involved in industrial relations matters, negotiating with trade unions, reviewing labour legislation and practices, conciliating industrial disputes, handling arbitration cases and conducting wage negotiations and industrial relations courses.

He has extensive, hands-on experience in human resource management, job analysis, job evaluation and job grading structure design. Oun Hean also has in-depth experience in designing and implementing performance management systems, wage reform, flexible wage systems, salary structure, profit-sharing bonus schemes and competency framework.

During his 15 years in Maybank, as a senior management member looking after multiple functions, he was involved in managing the banking business and operations and was spearheading corporate planning and numerous organizational restructuring, consumer banking, management information system and change management initiatives.

He is currently Principal Consultant, HRIR Consulting and Principal, HR Advisory Asia. His consultancy projects include development of competency framework, human resource management, organization restructuring, job analysis, business process review and wage negotiations. He also designed and conducted wage negotiation, industrial relations and performance management training programs.

Oun Hean graduated with First Class Honors in Industrial Engineering from University of Melbourne and obtained his MSc in Industrial Relations from London School of Economics. He also has a Graduate Diploma in Financial Management. He is a certified Practicing Management Consultant.

He was a member of the Industrial Relations Panel of the Singapore National Employers Federation and Employer Panel of the Industrial Arbitration Court, Singapore.
